That’s all well and good rick, but you see the yellow flashers, the motorist is signalling that “they’re really sorry they’ve created a dangerous situation in rush hour traffic, but they’ve only just popped in to the café for a 4 course meal for just a minute, so it would be unfair to ticket them!!” 😉
